1.) There is no perfect timezone database. Knowledge about historical 
timezones is incomplete and future timezones are subject to politics.

While we need comparable, sortable dates for presentation, there is no 
need to destroy the information we have. I hope Chandler will store 
local dates, fuzzy dates and dates of different calendars. Chandler 
could cache UTC dates for internal use. As soon as the timezone database 
is updated or replaced, the cached values should be recalculated. Maybe 
the conversion methods should be pluggable, so people can add calendars 
and timezone databases depending on their needs.
