[Dev] Milestone 0.3.18 is ready

Following some unanticipated issues on Tuesday, we have resolved the 
failures on the initial milestone release, and new downloads are now 
available at http://builds.osafoundation.org/chandler/snapshots/0_3_18/

There is still a problem with the Mac OS X version, which is exhibiting 
an update problem when switching views after visiting the Block Demo 
view (which does not draw properly). No further views may be seen, 
obscured by the previous view pane contents.
