[Dev] performance update

Hello all,

We've been having some discussions on chandler performance recently. The 
short but sweet version:

+ We're not leaving performance to the end of the 1.0 release, we're 
going to start looking at it now. Tuning and optimization will of course 
tend to happen later in the cycle, but we want to understand structural 
issues earlier.

+ Everyone is going to be looking at performance in their area, we 
shouldn't expect a third party to paste in performance.

+ We're targeting startup time and unit test time first, as its 
impacting development now -- Andi, Morgen and Ted have been working on this.

+ We're not immediately hiring a performance engineer.
