[Dev] Release 0.3-7 is ready

We are pleased to announce the upgrade of system binaries to version 
0.3-7. This upgrade brings openssl libraries and the twisted package. 
These will become part of the 0.3.18 release milestone tomorrow.

You may obtain these by doing "cvs update -l" in chandler, then doing 
make install (or make DEBUG=1 install)

If you are doing full builds, it would be best to create a new work 
area and a complete checkout. There appear to be some dependency 
problems that still need working out.
