[Dev] Milestone 0.3.18 tomorrow (Tuesday)

According to the calendar, tomorrow we should be marking the end of 
milestone 0.3.18. I'd like to close the tree at 3 pm (PST) tomorrow to 
create the milestone builds - expect 2 hour outage. Please try to leave 
the tree green for that.

Due to the changeover of CVS, we have a loss of history data to track 
checkins. Bonsai cannot generate the table of changes by user. I am 
compiling a separate list which I will send out later, identifying who 
has made changes, and requesting further details for the HISTORY.txt 
document.
