Hmmm, broken link.  I think that "downloads.osafoundation.org" 
(official hostname) and "downloads.o11n.org" (unofficial hostname which 
probably shouldn't be used in release announcements), now point to a 
new machine, "pele", which doesn't have a copy of this new 0_3_17 
directory.
