[Dev] Update to Linux binary launcher programs

There was an issue with previous builds of Chandler which caused a
failure to start on Linux using the provided binary "chandler"
executable. We built these starting with Milestone 0.3.20 as separate
programs for release and debug, but the versions which were built
failed. I have since issued a new release of these launcher programs,
and now if you do "make install" from a cvs checkout of
chandler-python, you will be able to launch Chandler on Linux by typing
./chandler from inside the chandler directory. If you have done "make
DEBUG=1 install" then you would type ./chandlerDebug from in the
chandler directory.
