[Dev] Milestone 0.3.21 is released

We have completed the build of Milestone 0.3.21, and it is available 
for your inspection at http://downloads.osafoundation.org/0_3_21/

The most notable features of this release include a working (and 
configurable) IMAP client and the ability to stamp items. Of course, 
numerous detail improvements and bug fixes are always happening behind 
the scenes, so be prepared for an improved experience with our 
development version.
