[Dev] 0.4 B Integration Point Date: Sept 7

Now that 0.4A is done, we're working towards the 0.4 B integration  
point.  Although we don't yet have a complete list of tasks/features  
targetted for that point, we already have a good idea we'll need more  
than just the next four weeks.  We always planned six weeks for 0.4B  
but one week was eaten up finishing 0.4A and another week as just about  
everybody is going to a conference this month.  So we've added another  
milestone to 0.4B and it is targetted for completion Sept 7.

Recall that to declare a feature *done* for 0.4 B, it must be code  
reviewed, unit tested and checked in, and the issues from the code  
review must be also finished and checked in (or recorded in a deferred  
task).
