FYI, 

http://builds.osafoundation.org/chandler/snapshots/latest/Chandler_linux_0_3_20_A.tar.gz

doesn't have release/RunChandler in it.  I put both RunChandler and
RunPython scripts into place from the internal CVS project and it runs
fine.
