[Dev] Tree closure today 1 - 3 pm to fix bug 1452

We've been working on fixing bug 
http://bugzilla.osafoundation.org/show_bug.cgi?id=1452 for several weeks 
now, and think we have all the pieces solved by now.

Effectively the change is to move the debug and release directories 
under the chandler directory when they are built. Additionally, the 
distributions will preserve this directory layout, becoming in effect 
real subsets of the build tree (or as closely as we can make them).

However, we don't have a single patch that will solve everything at 
once, and the easiest way to get all the pieces in is to checkin them 
piece by piece. This will obviously make the tree go red, and we don't 
want other checkins during this time which would make it harder to fix 
all the issues.

I've talked to several people who seem to be ok with a two hour outage 
today, so I am proposing this tree closure for 1-3 pm today. During this 
time only changes that fix bug 1452 should be checked in.

As soon as the tree is clear we'll post another message to dev.

If, for whatever reason, we can't complete the fix in that time we can 
roll back to the state before we started.

If you would be seriously impacted by this, please let me know ASAP.
