[Dev] Tree Closure for Milestone

As Heikki reminded you all last week, we had planned on making an early 
build this week for the milestone. Due to some last-minute testing of 
critical bugs for this release, I am giving a reprieve on check-ins 
until 3:00 PM today, so that you all have a little extra time to get in 
those final fixes.
