[Dev] New Bugzilla functionality: watch users, QA contact

I enabled some Bugzilla features that became more relevant now that we 
have actual QA.

1. Bugs now have a QA Contact field. Typically you'd ask either the bug 
reporter or the QA Contact to verify the bug is fixed, or ask the QA 
Contact for a simplified test case or instructions on how to reproduce 
the problem. I've left the default value still to blank, so if you 
specifically want some QA activity on your bug please add it then.

2. Watch users feature allows you to receive copies of all the bugmail 
that the person you are watching receives. This is mostly used by QA to 
watch "their developers", but often also people who are working in the 
same or related code area may want to watch each other. Go to your email 
prefs in Bugzilla to change watch list.
