[Dev] Release management proposal

We are almost done with our 0.3 release. We followed a simple process 
for managing the end game. As the future releases will be increasingly 
more important and end user visibility will increase, we will need to 
become better at managing the end game to ensure a high quality release.

I've written a proposal on how to manage the release with Bugzilla for 
the 0.4 release, and now would be a good time to start hearing comments 
about it. The proposal is very close to what we have done for 0.3, but 
steps into a little more formal mode and uses Bugzilla features to help 
manage some things.
