[Dev] libxml2 upgrade

I'm starting the process to upgrade the version of libxml2 that 
Chandler uses from 2.6.10 to 2.6.16 as there are some needed security 
updates that need to be applied.

This will only impact you if you currently do full builds - the process 
should only take about an hour.
