[Dev] Milestone 0.4.04 available

Milestone 0.4.04 is now available at
http://downloads.osafoundation.org/chandler/milestones/0_4_04/

Some notable things that happened during this milestone were the move to
Python 2.4, and removal of Notification Manager (we use alternative
methods). It should now also work on Linux (prebuilt only for Fedora
Core 2).

This milestone was only lightly tested on Windows. Please report bugs
with Bugzilla:
