[Dev] Chandler build upgraded to python 2.4

Next time you 'cvs update' in Chandler and run 'make install', you'll be 
running Chandler with python 2.4.

If you do your own builds from scratch, please note that gcj was upgraded too.
On Windows, we now use mingw 3.4.2, on Linux and Mac OS X, we use gcj 3.4.3.

The 'make compilers' command in external was updated accordingly. To upgrade 
your compiler via 'make compilers', blow the old one away and re-run 'make 
compilers'.

If you have own gcj version and its version is < 3.4.2, please upgrade or 
Chandler might deadlock.
