[Dev] SWIG update

As many of you are aware, Robin Dunn visited the OSAF of last Thursday
(02 Dec) in order to more fully integrate SWIG into the Chandler build
process. His efforts were successful, the fruits of which are as follows:
1) The SWIG executable and sources have been updated to v1.3.22, plus a
single Robin Dunn patch.
2) The wxPython component is now SWIG-ready. The makefile switch is
disabled for the present, and will be enabled after my check-in of
wxPython v2.5.3.1. This will allow us to make Chandler-related wxPython
interface additions quickly and reliably.
3) Building the SWIG executable can take place within MS Visual Studio,
instead of the more tortuous cygwin build process. The MSVC project
files have been checked in along with the latest SWIG sources.
4) The PyLucene build process has been validated against these SWIG
changes; m2crypto (the other SWIG-dependent Chandler build component)
build validation is pending.
The SWIG open source efforts have become more numerous in the past 2-3
months. Chandler is now better-equipped to keep up with these ongoing
SWIG efforts, which are especially important in light of Robin's ongoing
contributions to the SWIG development effort.
