I'm using WingIDE 2. We have lots of licenses. Let me know if you want 
one and I'll email it to you.

WingIDE works without a server

I also use SmartCVS which is a nicer interface to CVS than the command 
line interface. It also has a nice side by side diff facility I find useful.
