[Dev] searchable irc logs

there is a lot of good information thats gets conveyed on irc regarding
development which gets buried in the irc logs. in order to retrieve it i
put together an irc log browser and search interface over the existing
logs.

its experimental, but i find it useful already. suggestions on
improvements welcome.
