[Dev] Move release|debug to wherever you like by setting CHANDLERBIN

If you'd like to have more control over where the release|debug directories 
are you can do so by setting the new CHANDLERBIN environment variable to the 
parent of the release|debug directories you'd like to run.

By default, if CHANDLERBIN is not set, release|debug is assumed to be in the 
chandler directory, ie CHANDLERBIN is assumed to be CHANDLERHOME.

By the way, if CHANDLERHOME is not set it is assumed to be '.', so you better 
be in the chandler directory in that case.
