[Dev] Sheila Mooney joins OSAF staff

OSAF would like to welcome Sheila Mooney who joins our team as Program 
Manager where her responsibilities include prioritizing end user needs 
and translating them into design requirements, and acting as technical 
liaison between the design team and developers. Sheila has worked in the 
software industry for over 13 years at companies including Microsoft, 
Wells Fargo, RelayHealth, and several startup ventures. She is very 
excited to be participating in her first open source project. You can
