[Dev] Announce - Chandler external binaries update

I plan on checking in an update to the Chandler external/internal 
binaries tomorrow. This change will bump the version to 0.3-13 (on 
Friday the 13th, no less.) The changes include:

1. SWIG version changes to 20Feb04, reflecting the date of cvs 
extraction. This includes the Robin Dunn XML-writer.
  2. Yapps2, the python parser system, gets added to external. There is 
also an addition to internal, queryparser, which uses yapps to parse 
the query grammar into the QueryParser.py. code.
3. Twisted integration of m2crypto for SSL reading of IMAP mail.

I will do the checkin around noon.
