[Dev] Changed the Menu layout

The Menus have been reworked to more closely conform to the 
specification for 0.4.  Most of the existing items, including the Test 
Menu, should still be present.  However many of the new items are 
disabled because they are not yet implemented.  We still need to review 
the accelerator keys associated with the menus, and make sure all 
submenus are built correctly.

If you have a favorite menu or menu item, you might want to double 
check that it got moved over to the new layout correctly.
