[Dev] Announcement: external libraries upgrade

The libraries in external have been upgraded to version 0.3-12. This 
change took place early this morning, seamlessly. The upgrade includes:

Twisted-r11245 - adds an SMTP fix donated back to Twisted by our own 
Brian Kirsch
ZopeInterface-3.0.0b1 - required to handle the Twisted SMTP code
yapps2.1.1 - "Yet Another Python Parser System" from Amit Patel of 
Stanford, to be used by the Query Parser system.

(This version of chandler/Makefile also backs out the Windows 
double-buffering "fix" which resulted in 100% CPU usage.)
