[Dev] Python 2.3.4 upgrade

We are contemplating the upgrade of our Python source base in external 
from 2.3.3 to 2.3.4, which has been available since late May. I am 
soliciting comments pro and con for this change, as it may have an 
impact on performance or other issues.
