[Dev] wiki bug linking now must use Bug: notation

Remember I said earlier today that the "Bug#" style of linking to 
bugzilla.osafoundation.org bugs would still work?  Well, I lied.  From 
now on, you need to use the "Bug:" notation if you want automagic 
linking to happen.

It turns out that the plug-in to recognize links like "Bug#1001" 
interacted poorly with the RSS feed generator.  (I assume we hadn't 
noticed before because we only recently started doing a lot with RSS and 
the wiki.)  Juergen thus will be turning off the plug-in that recognized 
e.g. "Bug#1001" as a link to 
"http://bugzilla.osafoundation.org/show_bug.cgi?id=1001".

I have run around the Chandler WikiWeb and changed all the Bug#s to 
Bug:s; I do not plan to change any of the pages in the Journal or 
Jungle.  There won't be any _problem_ with the old Bug#s, they just 
won't appear as links.
