[Dev] Windows release (new build)

I've finally been able to complete the release build for Windows under  
the new build (debug has been available for a few days.) Use the  
installer (http://builds.osafoundation.org/external/InstallWinXP.sh) or  
follow the easy instructions at  
http://wiki.osafoundation.org/twiki/bin/edit/Jungle/ 
NewBuildInstructions (these instructions will soon be moved to the main  
"Building Chandler" page.
