[Dev] New Build installers

I have uploaded installer scripts for linux and OSX which will automate  
the steps outlined in section 1 at  
http://wiki.osafoundation.org/twiki/bin/edit/Jungle/ 
NewBuildInstructions

These scripts will install and startup the 0.3-3 versions of the "new  
build". The windows install script found there is still at 0.3-1 and  
will be updated soon.
