[Dev] Proposed tree trimming

Andi,

The latter is closest to the final proposal which you can see at the
wiki: http://wiki.osafoundation.org/twiki/bin/view/Jungle/CvsStructure.
We've elected to eliminate osaf completely.

I've made copies of the directories that were not in the right place,
and tonight or tomorrow I hope to complete Makefiles, then attack the
hardhat files. If all goes well, we might be building from the new tree
this week. The only thing I need to resolve is the dependencies in the
tinderbuild, which I want to make primarily a test generator while it
is awaiting CVS changes.
