[Dev] Proposed tree trimming

Will this arrangement work if we decide to pull out some smaller pieces 
of Chandler as subprojects (at some point in the future)?  Take 
pyLucene as an example.  If we decided to turn that into a subproject, 
how would that change your proposal?
