[Dev] wxPython 2.5.1 upgrade

Folks,

The clamor for this has escalated, so I want to get it available ASAP. 
The official release will be checked into the existing CVS tree as an 
import, with a different name so as not to impact the current builds. I 
want to put it in ../osaf/chandler/wxPython-2.5.1.5 and when we have 
the hardhat build scripts doing the right thing we can switch over. 
Jed's branch needs to be integrated as well.

I intend to do the checkin tomorrow, so we can have it building by the 
end of the week. I need to get the Windows solution sorted out; I don't 
like having to rewrite the 4NT scripts to cygwin/bash. John has 
volunteered to make VS project files for the best and fastest binaries.

Any comments or suggestions are welcome.
