[Dev] policy primatives, ownership, and item clouds

Andi & Ted,

The last time we met to talk about the data model (March 11), I signed 
up to write a starter proposal about how a sharingPolicy might work, and 
what other policy primitives or relationship semantics we might want.

I just talked to Andi today and he has some other ideas for how we could 
express the idea of item "clouds" using Kind-based definitions instead 
of aspect-based propagation of behaviors.  It'd be good to capture 
Andi's ideas in the proposal too, and then the three of us can meet up 
next week to talk through all the options.
