[Design][Cosmo] Month/MultiWeek View and Overlays

I've pulled together a similar page for Hub UI Month View and  
Overlays. Again, this is a list of a 'bare minimum' pass we can  
implement to get a useful version of features out to users as quickly  
as possible.
