[Design] "restore published shares.." menu option

I want to propose moving the "Restore Published Shares" out of the  
tools menu
into the one of the main menu items like 'Share'. I find myself using  
this
menu item very often and I hear so do others.

Here are the different cases:

1. While Chandler release is under development, some of us who are  
dogfooding
with the app find ourselves in the situation where Chandler crashes  
and the
only path to recovery is restarting the app with a fresh repo. Since  
Chandler
crashed without a warning, it took away the chance to back up the  
repo. Using a
stale backup on  new version of Chandler is not recommended based on the
various bugs we have seen in that area. For e.g. the office calendar  
getting corrupted because people were reloading with older .chex files.
So resorting to "restoring published shares..." becomes the next best  
available option.

2. Making your published shares discoverable from Chandler. Many a  
times, I may
have published collections from my Chandler that I may have deleted  
locally or may have
been lost (due to crash or whatever). This menu gives me a chance
to discover/recover my published shares.

3. Accessing the same published collection across different Chandlers  
- While dogfooding, I access the PersonalAK collection from my home  
machine as well as the office laptop.  I don't have the latest .chex  
file to reload from on my home machine so I just setup my sharing  
account and selectively restore the PersonalAK collection to view the  
events on it.

4. If all my collections are always shared then I can get away with  
not having to
manually backup and reload my collections for every Chandler version.


Since this menu option is under tools, it sort of discourages good  
day to day use and we are averse to fixing bugs in any menu item  
under tools.

I would like for us to evaluate if there is more support for bringing  
this
feature in.
