[Design] Localization Freeze Update

Hello,
As we approach the Chandler Preview release it is now time to  
reinstate the Localization Code
Freeze. As to not hold back the Preview release it was decided that  
0.7.1 would be our
first "Localization" release. However, we are shipping Chandler  
Preview with a Chandler-en.po English
translation. This file overrides some of the default strings in  
Python code to provide better verbiage
for users.

As such the following policies are now in place until the Chandler  
Preview Release.

1. No string additions or alterations in Python code. The exception  
will be John Anderson's
     patch currently attached to bug 10250. Since it has already been  
approved for addition
     to Preview,

2. I will be the sole maintainer of the Chandler-en.po file. Any  
changes that are required
     to this file will be made by me. If you want to add a better  
English alternative to a
     string currently in Chandler Python code, send me the string key  
and the desired
     replacement text and I will add it to the Chandler-en.po. Having  
just spent the good
     part of today cleaning up our Chandler-en.po file including  
fixing duplicate keys and
     missing accelerators it is very important at this stage that  
only one person with
     previous experience with xgettext and msgfmt utilities make  
changes to the file.


These new rules take effect as of SVN revision 15144.
