[Design] [Cosmo][Sum] Sign-up Workflow UI Review

Travis and I met briefly today to review the Preview sign-up workflow.

We are not implementing the sign-up and login screens to spec.  
However, we are adding functionality on an as needed basis. I have  
been keeping the wiki spec up-to-date with the various elements we're  
adding to the UI, but the Preview sign-up screens will not look  
exactly like the wiki spec mockups.

Travis thinks this is a significant feature addition and won't make  
it into Preview unless we do some adjusting.

We also would need to figure out what the workflow would be for  
resending the activation email.
