[Design] Who's Triage Status is it anyway?

I'm a little lost now. My understanding is accurately described by  
Grant. I was simply adding some scenarios where items would get  
automatically moved to the top of the NOW section, but wouldn't have  
their 'unpurged triage status' changed as a result. Does that make  
sense?
