[Design] Who's Triage Status is it anyway?

I'm working on a summary of how triage status is implemented (and what 
needs to be done to finish it), but I need to finish rereading the 
previous conversations about it, and talk with Jeffrey about recurrence, 
before I finish it (hopefully today).
