[Design] [Cosmo] Update on the 0.6 spec round two

Okay, so it sounds like a single checkbox that turns on and off the link 
to the Account Browser in the top menu of the Web UI. I'm just 
considering this work as part of bug 7400, "Settings UI."

This was next on my plate to implement -- but Travis, if you have some 
free cycles, give me a shout and let's see if you can just knock this out.
