I continued to investigate, but I haven't found any bugs.  I think 
Chandler is working as designed.

I'm not getting reminders from all subscribed calendars, just those with 
alarms shared, which turns out to just be one calendar (from a busy 
hub-style dogfooder).

I talked to this shared-alarm sharee and they said they need to keep it 
that way.  They also use iCal, synced to Cosmo.  By sharing alarms, iCal 
is able to sync those, and from there they get synced to their mobile 
device, where the alarms are used.  The sharer also mentioned that iCal 
supports disabling alarms for particular subscribed calendars.

So I think I'm back to the situation described in the original posting: 
that 1) I probably need to unsubscribe to this calendar to avoid the 
alarms, and 2) given the expected use cases, providing a user override 
for this case is unlikely for Preview.
