[Design] [Cosmo] Account activation redux

I think Priscilla means that every user starts out with a Collection,  
even if they haven't subscribed to any shares.

We clearly need this. I'm wondering though how in the future, this  
will reconcile itself with Chandler users who have Cosmo accounts.  
For the consultative Chandler user, the model clearly needs to be  
different. Otherwise, they will accidentally add stuff to their Cosmo  
collection, which won't show up in their local Chandler repositories.
