[Design] [Cosmo] Collection Detail (and other) Help Pages

Hi all,

I wanted to bring the following from the 0.6 spec to the attention of  
the list:

> Where does the help - '?' icon link to? For any software  
> application including a web application, it would be ideal if the

So in other words, there is this help icon in the Collection Details  
dialog box. I need to know where exactly it should link to and (Jared  
has mentioned something about a url which redirects to a wiki page)  
and also, I need to know that stuff will be there, whether it's me or  
someone else who is responsible for creating that content and putting  
it there.
