This is certainly true that it's possible, but it presents a small
widget problem:  Since the way to mark an item as needs-reply is to
click through the read-unread state, and we decided (I'm not remembering
why, but I think I had a good reason) that read/unread should apply to
all occurrences, it'd be hard to mark an individual occurrence as
needs-reply.
