[Design] dialog.CenterOnSCreen() ?

The dialogs launched from the account preferences window need to be  
centered on
the parent.

So in this case, the CenterOnScreen calls can be changed to  
CenterOnParent.

For these specific dialogs placement on screen is part of the work flow
and thus centering is required.
