[Design][Last call] Hyperlinks in UI

Doing some list gardening.
Are there any other thoughts on this issue. Currently the proposal is
to:
1) Add tooltips to expose the URL on links in the Accounts dialog.
2) Tracking related accessibility issues in https://
bugzilla.osafoundation.org/show_bug.cgi?id=8021 Ultimately, we will
need to find a way to expose these URLs from the keyboard.
