I don't think so. There's no affordance (UI widget) to know it's there 
and get access to it. We could use the same UI as for email attachment 
for this but, in 0.7, we won't support email attachment in Chandler. :(

No, see above.

Definitely, supporting attached files (to email or to items as you 
described) will be high of our priority list post Preview. Nice to see 
that Cosmo has already all we need to get that in :)
