[Design] dialog.CenterOnSCreen() ?

We now have lots of dialogs that are centered using CenterOnScreen()
method, which puts the dialog in the center of the whole display. I find
this suboptimal, because it is not so easy to always tell which
application such a dialog belongs to.

I think we should CenterOnParent(), which makes it clearer where the
dialog belongs to.

Thoughts?
