[Design] Specifying the default sharing account

I have updated the Email Spec with the following:

Default account behavior

Previously in 0.6, users were allowed to specify default sharing and  
outgoing mail accounts. For various reasons, we've decided to remove  
this feature from Preview in favor of a 'dumber' notion of default  
account. OOTB accounts are considered default accounts insofar as  
users are not allowed to delete them. However, there will be no  
'smart' behavior around selecting the default sharing account when  
publishing collections and/or using the default outgoing mail account  
when sending messages.

If the user has not filled out an OOTB default outgoing mail and/or  
sharing account, the first user-defined account they create will be  
used to send mail and/or share. In other words, the outgoing mail and  
sharing pulldowns will simply default to the first filled out account.
