[Design] Publisher's time zone on the server

Morgen,

Are we publishing the shar-ER's default time zone to the server? As  
in, can the Server UI pull that information down when serving up the  
Ticket View. Alternately, we can prompt the Casual Collaborator to  
specify a time zone (assuming that the shared collection contains  
time zone information.)
